My first thought is this is government funded. Otherwise how would anyone have the resources and knowledge to develop microwave or other transmissions that could implant thoughts in people's minds and cause them to take certain actions. That takes university-level science and government-level funding and secrecy.
My second thought is child crime and even sacrifice and what they bring to a group: the highest level of cohesion based on everyone performing the same ultimate acts of evil, ie killing the seed, the future, together. This would be a group that would develop and grow together to do anything to anyone including family and friends.
