Interestingly, one of the more obscure research papers I found was a study done by some MIT students which suggested radio frequencies in the 2.6 GHz and 1.2 GHz bands actually amplified incoming signals, concluding that the tin foil hat actually did the opposite of what people wear tin foil hats for, ie blocking transmissions from government sources. The DEWs you reference are high energy laser, high power microwave and particle beam weapons. None of these are small enough to get into an apartment and even if you had a big enough apartment to accommodate the weapon you could not hide it from your landlord. Ham radios and RF transmitters in apartment buildings are not included in the DEWs category.
